Emergency Vehicle Call System transmission of data about traffic accidents to rescue services via the ERA-GLONASS system
FALCON 004901 — In-Vehicle Emergency Call System (IVS)

An advanced in-vehicle emergency call solution designed to automatically alert emergency response services in the event of a road accident or other emergency. The device is part of the ERA-GLONASS emergency response system, enabling rapid communication with emergency services and helping reduce response times, thereby increasing the chances of saving lives.
  • Enables direct communication between vehicle occupants and emergency response operators
  • Initiates emergency calls automatically when an accident is detected or manually using the SOS button
  • Detects road traffic accidents without requiring driver intervention
  • Determines the vehicle's location, speed and direction of travel

How the system works

Configuration
The device is configured using a mobile application via Bluetooth.
Installation
The electronic control unit and audio interface are installed inside the vehicle.
Accident detection
In the event of a road accident, the system automatically establishes a connection with emergency services. An emergency call can also be initiated manually using the user interface unit.
Data transmission
Once activated, the system transmits accident-related information to the emergency response operator via an in-band modem.
Voice connection
The device establishes a hands-free voice connection between the emergency response operator and the vehicle occupants.
Continuous communication
The system maintains a stable voice connection throughout the emergency call and transmits additional information to the operator when required.

Functional Requirements:

  1. The mobile application must support local configuration and adjustment of device operating parameters via Bluetooth.
FALCON 004901 electronic control unit
FALCON 004901 Electronic Control Unit
The FALCON 004901 is an in-vehicle electronic device designed to transmit vehicle-related information in the event of road accidents and other emergencies. It provides two-way voice communication with emergency response services over mobile telecommunications networks.
The device supports integration with the ERA-GLONASS, EVAK and ERA-RB emergency response systems.
_____________________________________________________________________________________
Functional Requirements:
  1. GNSS Positioning — Periodic determination of geographical coordinates, heading and Coordinated Universal Time (UTC) using the GLONASS/GPS receiver.
  2. Automatic Accident Detection — Detection of road accidents and other emergency events, followed by automated transmission of relevant data to an emergency response operator.
  3. Two-Way Voice Communication — Voice communication between the driver and emergency response operator, including transmission of the Minimum Set of Data (MSD) via GSM mobile networks.
  4. Operator-Initiated Communication — Establishment and maintenance of a two-way voice connection with the vehicle driver at the request of an emergency response operator.

The device supports seven operating modes:

In this mode, the voltage regulator remains in standby and does not supply power to the connected components, including the main microcontroller, navigation receiver and GSM/UMTS module.

The device enters Off Mode when the ignition is switched off or when the vehicle battery is disconnected after the system has entered Sleep Mode. The device exits Off Mode when the ignition is switched on.

The transition from other operating modes to Off Mode may also occur when the backup battery reaches the discharge threshold specified in Section 8.11 of GOST 33464-2015.

User interface unit (UIU)
The User Interface Unit is an external vehicle-mounted component that allows the driver to interact with the in-vehicle emergency call system.
The UIU serves as the primary interface for initiating emergency calls, accessing additional functions and receiving visual information about the system's operating status.
_____________________________________________________________________________________
Functional Requirements:

  1. Emergency Call Activation — allows the driver to manually contact emergency response services.
  2. Emergency Call Cancellation — if a connection has not yet been established, the driver can cancel the call by pressing and holding the Additional Functions button for at least 0.5 seconds.
  3. Voice Communication Interface — features an integrated microphone for direct voice communication with emergency response operators.
  4. Illuminated SOS Button — button illumination enables the driver to locate the emergency call button easily, even in low-light conditions.
External speaker
The external speaker is designed to reproduce voice prompts and audio notifications generated by the in-vehicle emergency call system.
_____________________________________________________________________________________
Functional Requirements:

  1. Sound Output Level — The speaker must provide sufficient sound pressure levels (SPL) to ensure that voice prompts and system alerts remain clearly audible, even in a noisy vehicle cabin.
  2. Frequency Response — The supported frequency range of 120 Hz to 20,000 Hz enables clear reproduction of speech and notification tones.
  3. Operating Temperature Range — The speaker must operate reliably under the temperature conditions typically encountered inside a vehicle without significant sound degradation or functional failure.
Benefits of the In-Vehicle emergency call system
The in-vehicle emergency call system enhances vehicle safety by enabling automatic accident detection, precise positioning and rapid communication with emergency response services. The device continuously determines the vehicle's location, speed and direction of travel. In the event of an accident, it automatically sends an emergency alert and establishes a voice connection with the appropriate emergency service.

This helps reduce emergency response times and improves the chances of saving lives. Integrating the system into vehicles also supports compliance with applicable safety regulations, enhances operational reliability and increases user confidence.
  • Reduced emergency response infrastructure costs
The system helps minimize false emergency calls and unnecessary emergency service dispatches, reducing fuel consumption and improving personnel resource allocation.
    • Key benefit: lower operational costs for government agencies, businesses and vehicle owners.
  • Faster emergency response times
Accurate transmission of vehicle coordinates, heading and speed enables emergency responders to locate incidents more efficiently.
    • Key Benefit: reduced delays and improved emergency response efficiency.
  • Comprehensive vehicle telematics data
The system provides information on vehicle location, heading, speed, date and time. These data can also support logistics operations, fleet monitoring and route analysis.
    • Key Benefit: more efficient fleet management and lower operating costs.
  • Regulatory compliance
The device supports integration with national emergency response systems, including ERA-GLONASS, EVAK and ERA-RB. It is designed to meet applicable safety requirements for new vehicles and commercial transport applications.
    • Key Benefit: integration with designated emergency response infrastructures and compliance with relevant vehicle safety regulations.
